Just like we were given missiles with a stock aircraft, flares should also be included. At the very least, give a stock plane a basic load out, to start with, and then grind for the upgrade. R-60's were always worse vs flares than NATO missiles, they literally have 2x the seeker FOV at 5° vs 2.5° on most top tier NATO missiles, which is the primary factor of a missiles flare resistance in War Thunder currently (seeker type also matters iirc but less so).
